I had a dream where the Builder was already on the roof when I climbed up, one hand on the mast, the other holding a signal meter like he was reading a pulse. The mast rose twelve meters, stripped of its old panels, guy-wires replaced with cable salvage we'd spliced two nights before. The city below was dark except for three points of light we'd lit ourselves.
He handed me the meter without speaking. The needle hovered at the threshold where noise becomes signal. I adjusted the alignment by half a degree. The needle moved. Lano circled the base of the mast, white against the roof tar, and then sat.
The Builder pulled a routing diagram from his jacket - pencil on folded paper, not a screen. He'd drawn the tower as a spine, with branches reaching to four relay points we'd confirmed were still standing. "Primero," he said, tapping the nearest relay. First. One connection before we claimed anything else.
We ran the coax together, feeding it through conduit that had survived because it was underground, because the old builders had buried it deep and the collapse had passed over what it couldn't see. The cave network below us - those same tunnels I'd moved through in early dreams, nodes glowing faint amber in narrow chambers - was already carrying the test packets we'd sent from the basement terminal. The backbone was alive. This mast was the last surface contact point.
I watched him terminate the cable. He stripped it clean, no fraying, seated the connector until it clicked, then pulled back once to confirm the grip. Every step confirmed before the next step started. He did not assume the click meant hold. He tested hold.
The meter moved past threshold. A status light on the relay box blinked green once, then held steady.
Below, the basement generator kept its rhythm. Somewhere in the conduit a packet was finding its path. The signal didn't know it was the first one in three years. It just traveled.
The Builder looked out at the dark city. Wind moved through the guy-wires and made a low note, almost a tone. He wrote a number on the routing diagram - the confirmed bearing - and folded it back into his jacket.
Lano stood, looked once toward the eastern relay point as if something there had changed, then lay back down.
We sat with the mast between us and the open sky above it, reading the signal as it arrived.
